League Two clubs decided on how to finish the 2019-20 season.
On Friday the fourth-tier sides met at the conference call, and the clubs were in favor of three teams being directly promoted to League One, completing the play-offs to decide on one side to go up and not relegating any teams to the National League, according to the PA News Agency.
With any formal end of the season requiring a similar arrangement to be reached by League One, a point-by-game structure was debated. League One negotiations broke out earlier on Friday without a final outcome.
No decisions can be amended without the approval of the English Football League and the Football Association.
